4rd Hurghada International Youth Film Festival
(10th – 15th September, 2026)

The Hurghada International Youth Film Festival is an annual festival which is established by screenwriter Mohamed El Basousy, journalist Kadry El Hagar, journalist Ahmed El Nagar, journalist Sherif Saleh and organized by the Arts for Culture and Media Foundation in Hurghada, Red Sea Governorate, under the auspices of the Egyptian Ministry of Culture, and is supported by Egyptian and international public and private institutions. Among its goals is to promote and spread cinematic awareness and culture, promote Egyptian cinema and support films made by young people and also films that deal with youth issues in Egypt and the whole world. Also, introducing cinematic works from different countries around the world.

Article 1

The third edition of the Hurghada International Youth Film Festival will be held from 10th – 15thSeptember, 2026.

Article 2
The official program of the Hurghada International Youth Film Festival includes the following sections:

The Official Competition, and its sections are as follows:
*Feature Film Competition (more than 60 minutes) produced in 2025 or 2026.
*Short Film Competition (less than 30 minutes) produced in 2025 or 2026.
* Student Film Competition (less than 30 minutes) produced in 2025 or 2026.

Sections out of competition:
*A Spotlight on Cinema of the Country theGuest of Honor.
*Tribute to an international cinematic figure.
*Tribute to an Arab cinematic figure.
*Tribute to an Egyptian cinematic figure.
*Seminars, lectures, cinematic art workshops, and special events.
*Panorama.

Article 3
The festival organizes for competition films Q&A, and discussions with directors, audiences, journalists and industry figures, as well as workshops to promote film-making skills with the cooperationof international festivals and various cultural institutions.

Article 4
The festival aims to screen films which areWorld, International, Middle East or Egyptian premiere, or films that won awards in major international film festivals.

Article 5
Films shown in the festival are attributed to the nationality of main production company, not the director.

Article 6
-Festival juries are formed from Egyptian, Arab and international film figures, and the jury award festival prizes to each of the sections separately.
-The feature film competition jury consists of five members, two Egyptians and three from different countries. The short film and student competitions juries consist of three members for each competition, each of them has an Egyptian member and the other two members are from different countries.
-The jury determine the rules of their work.

Article 7
Hurghada International Youth Film Festival awards are as follows:
Feature Film Competition Awards:
*The Golden Award for Best Feature Film, awarded to the producer.
*Silver Award for Best Feature Film, awarded to the director.
*Bronze Award for Best Feature Film, awarded to the director.
*Best screenplay award.
*Best Director Award.
*Best Actor Award.
*Best Actress Award.
*It is not allowed to withhold any award or to or to give the award to more than one winner.

Short Film Competition Awards:
*The Golden Award for Best Short Film, awarded to the director.
*Silver Award for Best Short Film, awarded to the director.
*Bronze Award for Best Short Film, awarded to the director.
**It is not allowed to withhold any award or to or to give the award to more than one winner.

Student Film Competition Prizes:
*The Golden Award for Best Student Film, awarded to the director.
*The Silver Award for Best Student Film, awarded to the director.
*The Bronze Award for Best Student Film, awarded to the director.
**It is not allowed to withhold any award or to or to give the award to more than one winner.

Article 8
*A high-quality DVD or link is required to watch the movie no later than July15, 2026.
*The entry form available on the festival website must be completed before July 15, 2026.

Article 9
*Selected films should be sent in the name of Hurghada International Youth Film Festival before August10th, 2026.
*The selected films must be sent with the following publicity materials: the movie poster, three high-resolution images, an introductory brief about the film, its director and all data, as well as stills from it for publicity purposes, publication on the festival’s website, catalog and official festival publications.
*The final screening copy should be sent through a link to be downloaded , and in case the film is sent through a hard copy, the festival bears the costs of shipping films to the festival, as well as the costs of returning them to their countries within two weeks after the end of the festival’s activities, except for films that are sent to another festival, as the other festival bears the shipping costs.

Article 10
General conditions for participation in all sections of the festival:
*Films are screened in their original language with English subtitles, or both English and Arabic subtitles.
*Arab films are screened with English subtitles.
*It is absolutely not allowed to withdraw any of the films from the various competitions, after it has been programmed or during the festival.
*The festival accepts selected films through links orhard copies (DCP) , (HD) or (Blu-ray).
*Each film participating in the festival will have three screenings maximum.

*The festival has the right to show any film that participated in this edition two or three times (by special agreement) after the festival in other activities that are organized by the festival’s institution in 2026 or 2027.
*The festival management undertakes to preserve the copies of the films received from the time they reach the festival office until they are shipped back to their countries.
*All conditions and dates specified in the previous articles are obligatory.

Article 11
* The festival bears the costs of securing copies of films from their arrival at Cairo International Airport until their shipment.
* If a copy of the film is lost, the responsibility of the festival is within the limits of the value determined by the producer in the pro-forma invoice, and the festival must be informed about that within a maximum period of one month after the end of the festival, so that the producer’s right to the insurance company not be overruled.

Article 12
– These regulations are issued in Arabic and translated into English, and in case of lack of clarity, reference is made to the Arabic text.
– The regulations, printed or published on the festival’s website, whether in Arabic or English, are the only copies that are reliable and referenced.
– The festival president is the only person qualified to clarify any dispute related to these regulations.
– In the event of a dispute, the matter will be referred to the Egyptian courts, which will apply the Egyptian laws.
